It seems that what you actually want is something like PADS.

While there is no Java version of PADS available, it can create C and ML
processors that read in data files sort of like what you've mentioned.
PADS is specifically designed to handle cases where data is sort of
fishy and mostly follows a standard format, but not completely. It is
available under the CPL.
